Increased state and federal investments in early care and education (ECE) coupled with high impact system changes at the Office of Child Development and Early Learning (OCDEL), provided the imeptus for the Early Learning Investment Committee of the Susquehanna River Valley, in partnership with Greater Susquehanna Valley United Way and the PA Early Learning Investment Commission, to conduct an opportunity study to support the development of new, locally grown strategies to increase access to and supply of high quality ECE programs for children in the Greater Susquehanna Valley (Union, Snyder and Northumberland counties).
The group worked with Propulsion Squared, an Atlanta based consulting firm, to engage in data analysis and develop an opportunity assessment outlining strategies, interventions/investments and implementation partners.
