How is it possible for Blair County to identify and leverage existing assets and resources in support of high-quality and accessible early care and education (ECE) for all children, particularly those living in poverty? With support from the PA Early Learning Investment Commission, Blair Basics (a regional group of Blair County) worked with Propulsion Squared, an Atlanta based consulting firm, to engage in data analysis and develop an opportunity assessment outlining strategies, interventions/investments and implementation partners.
